Selection Procedures and Policies

Edited 01/01/2013

(NOTE: We know this is a LONG page! The information is all vital, so be strong--and take it all in!) The MASC/MAHS Student Leadership Association truly strives to be student-led in all of its programs and events. One of the greatest ways for secondary school students to grow in their walks of leadership--while helping to grow MASC/MAHS programs is to serve on the MASC/MAHS Board of Delegates. This team of students will meet in person 3-4 times (and twice monthly via call/online meeting) annually in order to provide student guidance and opinion for the year's programs, learn facilitation skills in order to run MASC/MAHS events, and to provide a network of student leaders for your peers to connect with.

General Information

Before beginning make sure to read over the 2012 Selection Procedures, as well as the MASC/MAHS Board of Delegates Expectations and Responsibilities. These are vital to your success as a prospective Board of Delegates (BOD) member, and you will be required to agree to them at the end of your application. Please read all of the details below regarding this application form.

Please make sure to complete the application in full once you begin. Once you have submitted the online application, you will automatically be given directions regarding the final certification process. You will be required to print and bring with you a form of certification/approval that will need to be signed by your MASC/MAHS adviser, buidling principal, parent/guardian, and YOU the candidate. This form will need to be turned in PRIOR to your interview at the JAM or High School State Conference.

The online application must be completed no later than 11:59pm March 15, 2013 to be considered as a candidate. There will be no opportunities for late applicants.

Seats Available and Selection Procedures

Based on the number of member schools from TWO YEARS PRIOR to the term seating (data for 2013 was taken from 2011-2012) as a percentage of the whole, each Center will have a percentage of the seats on the Board. The maximum number of seats on the Board is 30. The percentage is rounded DOWN, not up. The membership percentage goes back two years due to the time of year elections take place. Since elections are held in the spring and more memberships may come in through that time, we must look at the data from the previous school year. Each Center is guaranteed ONE seat minimum on the Board (not counting Executive Officer seats).

As calculated by MASC/MAHS Staff, and certified by the 2012-2013 Board of Delegates, the following seats will be open for Center Representatives for Spring 2013 selection (unsure of what center you are in? Click here!)

  • Center One: 1 seat
  • Center Two: 2 seats
  • Center Three: 3 seats
  • Center Four: 2 seats
  • Center Five: 2 seats
  • Center Six: 2 seats
  • Center Seven: 2 seats
  • Center Eight: 1 seat
  • Center Nine: 3 seats
  • Center Ten: 3 seats
  • Center Eleven: 3 seats
  • Center Twelve: 4 seats

TWO at-large seats (meaning, from any center) will be held for Junior High/Middle Level Students, with the same application deadline and selection process happening at the JAM State Conference in April. Two students from the same school will be treated in the same selection process as other center representatives.

Executive Officer Selection
At the end of the current year's term (early March 2013), the current Board of Delegates will select the Executive Officers for the following school year's term (from end of 2013 State Conference through the 2014 State Conference). Four Executive Officers will be elected from within: President, Vice President, Secretary, Public Relations Officer. These four positions will NOT count against the "seats" available on the Board, nor will they count against a school's maximum board representation of 1 student (see below for clarification on school limits).

Selection Procedures
ach board applicant will go through a three-part process in order to be selection: application, interview, and election.

  1. Each applicant must submit an APPLICATION that will be scored by the outgoing Executive Officers (if an EO is re-elected to another term, they will not be permitted to review the applications) and will count for 33.3% of the candidate's total election score. Applications will be due at a designated time prior to the State Conference, only centers where the number of seats open is GREATER than the number of applications received will take on-site applications. Preference will be given to ANY candidate that applies by March 15, 2013.
  2. Each applicant must go through an INTERVIEW process with the newly selected Executive Officers at the State Conference. The interview will be scored and will count for 33.3% of the candidate's total election score. Candidates not able to attend the State Conference risk losing points in this area if an alternative with the current EO's and Director of Student Services is not reached, candidates are HIGHLY suggested to be at the state conference
  3. Each applicant will be placed on a BALLOT at the State Conference. Candidates will be permitted to campaign and present themselves in accordance with the conference campaigning guidelines (published in the program, and distributed to candidates PRIOR to arrival). Each school in attendance at the State Conference will be allowed to cast a vote for each available seat in their Center. Junior High and Middle Level voting will be at large, with all schools voting for both candidates. Using the 2013 guidelines, each attending school in Center One will be allowed to cast ONE (1) vote for their most desired candidate, and each attending school in Center Twelve will be allowed to cast FOUR (4) votes for their four most desired candidates. Schools can cast multiple votes for the same candidate if they desire. Ties will be broken by the current procedures in place. Students unable to campaign at the state conference will be subject to approval by the current EO's and MASC/MAHS Director.

Eligibility and Seating
Any student that is currently in 9th, 10th or 11th grade is eligible to run for a seat as a center representative. Students currently in 6th or 7th grade may run for a seat as a middle level representative. Students must be part of an MASC/MAHS Member School during the year they run for a spot and the year(s) that they hold terms. Students must currently be, AND MAINTAIN good standing in either a student council/government, leadership class, or honor society to continue selection processes for the Board of Delegates. A school can have one (1) main candidate seeking a seat, however, if a particular Center has multiple seats open and not enough schools are interested in providing candidates, additional candidates from interested schools will be accepted. Preference will be given to each school's top-scoring candidate FIRST, then any seats still available will go to the next high-scoring candidate. Questions about this should be directed to the MASC/MAHS Director.

Responsibilities of the 2012-2013 Board of Delegates

While a large part of the job is bringing your own ideas and thoughts, there are some things that all board members must participate in. Know that this description is subject to change. The MASC/MAHS Director will track and communicate progress of each BOD member. Before applying, carefully consider the commitment that you will make to students in Michigan--and make sure that it is a realistic expectation for YOU in this time!

Students on the 2013-2014 Board of Delegates will:

  • Attend all meetings of the MASC/MAHS BOD. This is including (but not limited to) a Board retreat (late spring/early summer), business meetings in Fall (September) and Winter (January), as well as an awards meeting in early Spring. Additional meetings, and other communications may be set by BOD at any time. Check their online communication DAILY. This is not optional. Much of the MASC/MAHS business is conducted in electronic forums including (but not limited to) e-mail, wiki, webinar, the MASC/MAHS website, among others. If an internet connection is not available at home--getting creative WILL be necessary! (Try a library, school, or local business with free internet connections.) Simply put, "My internet was down"; or "I had computer issues" will NOT be a valid argument against repercussions stemming from missed duties.
  • Promote MASC/MAHS programs, websites, charities, and events in your area. This will require networking and creative communication with the other BOD representatives from your center.
  • Write quarterly (or more) "blog" articles for the MASC/MAHS website, social media outlets, and student newsletters. As an "expert" student involved in activities, you should share your insight, ideas, and thoughts on current topics.
  • Attend the MASC/MAHS State Student Leadership Conference (JAM or High School) during their term. Board members will work with the 2014 Host School on themes, logistics, and other duties as assigned both prior to and during the convention.
  • Attend the MASC/MAHS Summer Leadership Workshop during their term. This is a vital time to grow in your own walk of leadership--while networking with those that you represent.
  • Attend no less than TWO (2) Fall Training Institutes as a facilitator (Oct/Nov. 2013). Board members will work over the summer and early fall with volunteers to develop and write curriculum for these conferences.
  • Promote and attend (when possible) all MASC/MAHS conferences and events. This may include one-day conferences, webinars, or special events. Board members will give input on recent events and brainstorm topics for future events.
  • Attend the local Regional CONNECT Conference (Feb/Mar. 2014) in your area to promote MASC/MAHS, the State Conference, openings on the Board of Delegates, and State Charity Donations. Board members will work with the host school to facilitate successful programs.
  • Receive mileage reimbursement when traveling to business or award meetings, and Fall Training Institutes that you facilitate. Mileage will be reimbursed to BOD members who do not travel with their schools to Regional and State Conferences. Mileage Rate will be determined at current MASSP volunteer rate. Transportation is ALWAYS the responsibility of the BOD member, with agreements signed by their parent/guardian, MASC/MAHS adviser, and building principal stating understanding. NOTE: Mileage will NOT be reimbursed to the Summer Leadership Camp, State Conference, or Regional CONNECT Conferences.)
  • Represent Michigan at the National Association of Student Councils/ National Honor Society conferences and events when asked or available.
