MASC/MAHS Board of Delegates Selection Process
For the 2010 Elections (March 2010)
Based on the number of member schools from TWO YEARS PRIOR to the seated term as a percentage of the whole, each Center will have a percentage of the seats on the Board. The maximum number of seats on the Board is 30. The percentage is rounded DOWN, not up. The membership percentage goes back two years due to the time of year elections take place. Since elections are held in the spring and more memberships may come in through that time, we must look at the data from the previous school year. Each Center is guaranteed ONE seat minimum on the Board (not counting Executive Officer seats).

EXECUTIVE OFFICER SELECTION
At the end of the current year's term (last meeting is always in February/March, about 4-5 weeks before the State Conference), the current Board will select the Executive Officers for the following school year's term (from upcoming State Conference through the next year's State Conference). Four Executive Officers will be elected from within: President, Vice President, Secretary, Public Relations Officer. These four positions will NOT count against the "seats" available on the Board, nor will they count against a school's maximum board representation of 1 student (see below for clarification on school limits).

BOARD OF DELEGATES ELECTION PROCESS
Each board applicant will go through a three-part process in order to be elected: application, interview, and voting.
- Each applicant must submit an APPLICATION that will be scored by the outgoing Executive Officers (if an EO is re-elected to another term, they will not be permitted to review the applications) and will count for 33.3% of the candidate's total election score. Applications will be due at a designated time prior to the State Conference, however, students can turn in applications at the State Conference with a major deduction in points in this area.
- Each applicant must go through an INTERVIEW process with the newly selected Executive Officers at the State Conference. The interview will be scored and will count for 33.3% of the candidate's total election score. Candidates not able to attend the State Conference will be required to do a phone interview with at least two EO's prior to the State Conference, or they will suffer a loss of points in this area.
- Each applicant will be placed on a BALLOT at the State Conference. Candidates will be permitted to campaign and present themselves in accordance with the current procedures in place. Each school in attendance at the State Conference will be allowed to cast a vote for each available seat in their Center. Using the samples above, each attending school in Center 1 will be allowed to cast ONE (1) vote for their most desired candidate, and each attending school in Center 12 will be allowed to cast FOUR (4) votes for their four most desired candidates. Schools can cast multiple votes for the same candidate if they desire. Ties will be broken by the current procedures in place. A student unable to campaign/present themselves at the State Conference will be allowed to send a video tape that can be shown during the Center Meeting, however, the school/student will incur all costs for AV equipment needed.
ELIGIBLE STUDENTS
Any student that is currently in 9th, 10th or 11th grade is eligible to run for a seat in his/her Center. Students must be part of an MASC/MAHS MEMBER SCHOOL during the year they run for a spot and the year(s) that they hold terms. (Students desiring to run for a Middle Level Representative position will continue to follow the process currently in place.) Students must be involved in at least one of the following groups within their school: honor society, leadership class, student council/government. A school can have one (1) main candidate seeking a seat, however, if a particular Center has multiple seats open and not enough schools are interested in providing candidates, additional candidates from interested schools will be accepted. Preference will be given to each school's top-scoring candidate FIRST, then any seats still available will go to the next high-scoring candidate.
EXAMPLE
In Center 12, four seats are available and three schools provided candidates. The scores reflected this:
Lilly from Lansing High School - 100 points
Lars from Lansing High School - 97 points
David from Detroit High School - 96 points
Deena from Detroit High School - 92 points
Luke from Lansing High School - 90 points
Mike from Michigan High School - 88 points
Even though Mike scored 6th overall, he would be seated on the Board to give representation to Michigan High School, along with Lilly from Lansing and David from Detroit. Then, the top-scorer after those names are seated on the Board is Lars from Lansing and he would get the 4th seat.
TERM LENGTH & CONSECUTIVE TERMS
A term on the board is one year, running from the election at the State Conference through the following year's State conference. Executive Officers, as they are selected from the outgoing Board, will receive a consecutive term automatically without going through the three-part election process. Any other students wishing to seek a consecutive term must re-apply and go through the three-part process again. Re-applying Board Members must have met all requirements during their term in order to re-apply.
**HOW THIS IMPACTS BOARD MEMBERS ELECTED/SELECTED AT 2009 STATES
Students elected to the MASC Odd Centers in April 2009 will automatically be granted a seat for their Center for the 2010 elections without having to re-apply/re-campaign/re-interview. Students that were elected in April 2008 will be done with their term and if eligible, could apply to run in 2010 according to the process outlined above. Students on the MAHS Board, since that is only a one-year term, if they are eligible can apply to run in 2010 according to the process outlined above. Those students that are on the 2009-2010 Board that are in some way eligible for continued service the following year (either due to grade level and/or grandfathered term length), would be eligible for consideration for one of the four (4) Executive Officer positions that will be selected by the Board at the March 2010 meeting and would be voted on by the outgoing board. If a student is selected, it of course does NOT count against his/her Center's available seats on the Board.
